We known that the government of the "small-size class" is a quiet revolution. At the end of twentieth Century for the first time in China’s Shanghai, Nanjing, Beijing, and then gradually in Dalian,it like a raging fire, and because of small class teaching natural formation is around, but did not cause the educational circles.At this stage, small class teaching town primary school passive has its special reasons: first, the population of attrition. Two, to speed up the process of the city.These reasons not only for the affection of small class teaching in primary school to provide the useful conditions, but also on the implementation of the objective requirements. But in real life, both scholars, and practitioners in teaching of small class teaching study is less, especially the small class teaching present situation of research on urban primary school a little. Therefore, it has an important practical value and practical significance to research of this paper.This paper mainly uses investigation method, the literature law, the investigation and analysis on the present situation of small class teaching system of town primary school.Firstly, this paper carries on some concepts related to "small class teaching" concept analysis and identification. Secondly, for the development of small class teaching at home and abroad are analyzed, development and research results to the small class teaching of history. Finally, According to the analysis of the current situation of urban primary school class teaching to points out the existing problems, and finds the implementation strategy for urban primary school small class teaching.This research according to urban primary school class teaching present situation try to put forward useful strategies, namely: make full use of human resources, improve the quality of education and teaching; teacher training system, strengthen the advanced education ideas; classroom practice teaching, arouse the initiative of study etc..
