As a major part of talent management,"Academic title" is more than50years in China since liberation. With the development of society, the standard and conditions of present academic-title system for college faculty in China, will not meet the needs of comprehensive and accurate evaluation of talents in the new situation of so-rapid development. In order to improve the college faculty academic-title appraisal system, relevant national authorities and some local units try to reform the present system and establish a new talent evaluation mechanism. The planned system of higher education is also under the intense impact of market mechanism, directly or indirectly, therefore the reform of university teachers’ professional-title appraisal system is inevitable and necessary.The content of this thesis can be divided into four main aspects as following:To begin with, this paper defines the closely related basic concept, such as academic-title system and academic technical qualification. Then, it gives a simple introduction to the historical evolution of college faculty academic-title system in order to clear out clues of its development and changes. Furthermore, it tries to issue many unresolved defects in current college faculty academic-title system, including improper qualifications; the incorrect formation of appraisal body; the unfair procedure of decision-making; illegal interpersonal exchanges and so forth. Last but not least, since the orientation of college faculty academic-title appraisal system and the result of faculty academic-title work not only concern the economic interests and the initiative of college teachers even the health of them, but also affect the optimization and rational allocation of teaching faculty structures. Therefore, it is necessary to constantly reform related policies and regulations, to improve academic-title appraisal system and to promote the human resource management at colleges.
