As the rapid development of science technology and economy,China has proposed to realizethe strategy of prospering the nation and strengthening country on talent,which requires toaccelerate the pace of the building of academy and research team. Academic leaders are universitydiscipline leaders and organizers,and being the leaders of basic research. On the one hand,thelifting of the academic leader’s level will help improving the level of basic research,on the otherhand,which will help improving the building of university discipline.In the 1990s,China has proposed a series of talent training programs,gradually increasingthe selection and training of academic leaders. Under the country’s vigorous advocacy,localgovernments have also increased efforts to train academic leaders. National Natural ScienceFoundation and Local Natural Foundation bear the responsibility to promote the development ofbasic research,and being the main funding source of academic leader’s research activities. Withthe financial assistance to academic leaders,are their level well lifting? How will National NaturalScience Foundation and Local Natural Foundation impact the level of academic leaders? Generallyspeaking,all of these are main research contents of this paper.This paper use the 55 acadimic leaders’ 2001-2010 research data as sample. This paperanalyzes the influence on academic leaders of the basic research input by establishing poissonregression model. This paper also considers the lag effect of basic research results and establishingthe model of zero year lag,one year lag,two years lag and three years lag.This paper concludes the following several conclusions through empirical analysis: 1) TheZheJiang Natural Science Foundation assistance will significantly and positively affect the numberof acadimic leaders’ paper,which also has two years lagging effect. 2) The ZheJiang NaturalScience Foundation assistance has no significant effect on the number of SCI paper and inventionpatent. 3) The National Natural Science Foundation assistance will significantly and positivelyaffect the number of acadimic leaders’ paper,which also has one year lagging effect. 4) TheNational Natural Science Foundation assistance has significant effect on the number of SCI paperand has two years lagging effect. 5)The National Natural Science Foundation assistance hassignificant effect on the number of invention patent and has one year lagging effect. 6) As thegrowth of the age,the level of academic leaders has a rule of first increasing and then droping. 7)Subject categories have influence on the research results. 8) The academic leaders’ research resultshave continuous features.Finally,this paper proposes five policy suggestions according to the empirical analysis and the actual situation of ZheJiang province,which means to strengthen the cultivation of academicleaders.
