With the rapid development of the Information society, more and more attention has been attached to the construction of ICT in basic education. In recent years, China has successively promulgated a series of policies and plans to offer significant support for the foundation of ICT in education, such as "National plan for medium and long-term education reform and development (2010-2020)", "National Development Plan for ICT in Education (2011-2020)". In the process of the continuous construction for the last decade, it has made substantial progress in the scale, the funding, and so on for ICT in education. However, some problems have been emerged during the rapid development process. There exists high input and low output bottleneck in the regional development of ICT in education particularly. In order to achieve a balanced development of quality educational resources, it is necessary to bring in the theory of performance evaluation to assess the inputs and outputs of ICT in regional education. Thus the key factors which restrict the development of regional education can be found to put forward targeted strategies and improve the effectiveness of its application.In this thesis, based on the related journal, papers, books, web sites, policy documents of ICT in education which released by government and education department of performance evaluation for ICT in education, combined with actual investigation of ICT in basic education in Suzhou, the questionnaire of Suzhou basic education has been designed. The survey data which express the condition of basic education in Suzhou have been collected.In terms of establishing evaluation index system, it’s vital to screen indicators for the difference of data and importance. To guarantee the scientific and reliability of the filtered indicators, experts have been consulted fully. During the initial screening, subjective factors of experts have influence on the selected factors resulting in the unknown of differences of indicators. So the factors need to be further screened. Cluster analysis and discrete coefficient method have been adopted in the further selection process to build the performance evaluation index system of ICT in basic education for Suzhou.As for the selection of evaluation model, relevant research achievements of the assessment model for ICT in basic education have been studied. Meanwhile, combining with the content and purpose, Principal component analysis model has been chose in the thesis to give a comprehensive performance evaluation of 11 districts for its ICT in basic education, and draw the composite score for each area. On the basis of the score, scientific evaluation of each area which include the construction and development conditions of ICT in basic education in Suzhou been conducted.
