Modern society is public, so the system justice becomes general concerned. The justice ofuniversity teaching management institution is a microscopic aspect of the system justice.Whether from the connotation or the denotation, university teaching management institution isrelated to the rights, powers, duties and obligations of university administrators, teachers andstudents. And Rawls’Theory of Justice is a unique perspective for us to study the questions onhow the university teaching management institution to distribute the basic rights and obligations,and to divide the benefit or burden reasonably.At present, there are no suited external environment and internal environment for thejustice of university teaching management institution in our country, which leads to injustice individing the rights, powers, duties and obligations. Firstly, as far as distributing universityteaching management rights, the autonomy of“Teaching”and“learning”is lacked; the valueorientation of teaching management neglects vulnerable groups. Secondly, in the aspect ofdistributing university teaching management power, the public of the power is lacked; thebalance environment between powers of teaching management is not established. Finally, fordistributing university teaching management duties and obligations, the responsibility ofuniversity administrators is anomie; teachers’ professional responsibility is weakening; theundergraduate are“moral decline”. These have affected the reliability and validity of universityteaching management in our country.To solve above problems, its premise is the justice of teaching management institution.There are three principles of justice: legitimacy, fair equality of opportunity and the differenceprinciple. From the university teaching management institution itself, we should ensure thejustice of the institutional design, operation, evaluation and feedback mechanism. In theinstitutional design, we should adhere to the reasonable justice, and ensure its design programstandard; in the institutional operation, it should remain the justice chosen throughout, and itshould have compulsory, openness and extensive participation. As the characteristic ofinstitution justice is finiteness, the evaluation and information feedback are indispensable.Moreover, it is clear that the administrators themselves should be loyal to the justice.
