The fair is human society has been the pursuit of the ideal for thousands of years. Equity is thecore value and reasonable, it is the pursuit of rationality. Nowadays, with the coming of theknowledge age, the education of a nation and national prosperity plays a role that can not be ignored,education became the various countries pay more attention to the part, education also concerns thevital interests of thousands of households, so, in recent years, education equity issues become thefocus of attention.In recent years, the experts and scholars in the field of education equity have done a lot ofresearch work, have achieved fruitful results. From the perspective of pedagogy, we think that theeducation fairness should include three layers of meanings: the right to education, educationfairness of opportunity fairness and result fairness of education. Analysis of the characteristics offair education: education fairness has historic and class nature, subjectivity and objectivity,relativity and ideal.With the popularization of compulsory education, mandatory characteristic. The productattribute of compulsory education, compulsory education tends to attribute of public products, thegovernment should provide citizens with and be protected. Educational equity and educationalsystem of justice are unified. Implementation of rural compulsory education equity, educationsystem should adhere to the principle of equality of opportunity: principles, the difference principle,the principle of respect for caring.Our country’s educational equity has achieved great success, but due to the historical andrealistic reasons, between urban and rural education, there is still a gap. The difference of the urbanand rural compulsory education mainly displays : hardware configuration and teacher allocation.Especially in the teaching gap: Rural Teachers’ distribution is not balanced, the substitute teacherhas not yet been solved; rural teacher qualifications, titles of low level, presence of teaching sectiondoes not match; rural primary and secondary school teachers’ aging phenomenon is outstanding;drain of excellent teachers in rural primary and middle schools is serious. In addition, two urban andrural economic system, compulsory education fairness problems: urban and ruralcompulsory education is not balanced, the children of migrant workers education. The current,urban and rural compulsory education fair the most outstanding problem is, migrant children into the city by the education of migrant children’s education, the poor conditions.Influence of rural compulsory education equity have many factors, mainly in the followingaspects: first,the urban and rural different economic structure is the system obstacle of ruralcompulsory education fairness. Household registration system itself and extends out of therelevant policy has become the city and countryside education unfair system obstacle. Deficienciesin functions of governmental public service. Secend, the shortage of education investment is theimpact of rural compulsory education fair economic reasons. Strengthening the system innovation, the system of justice, strengthen theconsciousness of responsibility of government and public service idea, the government shouldcreate a fair system environment, the government needs to establish a scientific, democraticdecision-making mechanism, introducing the vulnerable groups involved in the decision-makingmechanism of urban and rural education; integration development, sharing of high qualityeducational resources; improve the state of the vulnerable groups of fund compensation system.Second,it is to improve the rural compulsory education funding system. Improve the levels ofgovernment funding allocation mechanism; improve education transferpayment system; widen a variety of education financing channels. Third, it is to improve the ruralcompulsory educational teachers’ security system. Appropriate solves rural teachers and staff;appropriate solves rural teachers and staff; to promote rural teachers’ professional development andthe introduction of the normal school graduates combination. Forth, it is to improve the ruralcompulsory educational system. Build perfect education, system construction is fundamental; to strengthen the government’s compulsory education supervision and evaluation.
