| The equity of education determines that every citizen has equal access to education.However,educational resources are not unlimited.After more than 40 years of reform and opening up,the country has made great progress in the economic level.The same investment in the education industry,especially in the compulsory education stage,is also rising,but the imbalance between urban and rural development is also further increased,and the imbalance of education investment is increasingly prominent.For a country,there is a close relationship between its economic development level and education development level.For the areas with low level of economic development and relatively slow economic development,educational resources are relatively scarce.Therefore,there must be urban-rural differences and regional differences.The differences in education between urban and rural areas make the social,cultural and economic gap between urban and rural areas larger and larger.Therefore,how to optimize the allocation of limited educational resources and promote citizens to obtain equal right to education has become a problem to be solved.Among them,there are unbalanced phenomena in the resources of education funds,teachers and students,and hardware facilities in our country,and the reasons for these phenomena are not the same.Based on the field survey of Q County in Shandong Province,taking the actual allocation of education resources in the county as an example,the reasons for the uneven allocation of education resources in urban and rural areas are found from three aspects of education resources,education policy and education concept.According to the current situation and reasons,this paper puts forward three countermeasures: optimizing equipment and facilities and teachers,improving education policy and changing education concept.At the same time,for Q County,it puts forward three detailed countermeasures: increasing county financial investment,increasing school construction,implementing teacher rotation,increasing the treatment of rural teachers in remote areas,establishing rules and regulations,and safeguarding the right to education of vulnerable groups. |
