The mass sports policy is divided intoconstruction, reform, and development of three time periods. According to the mass sports policy, each stage relies on thespecific historical background characterized by the author. Afterthe analysis with the public policy system as the basis and inaccordance with the public policy analysis model, the mass sportspolicy supply processes from policy subject, policy object andcorresponding policy environment in three aspects of the analysisof the affecting factors. The Supply process factors include policyproblem construction, policy formulation, policy implementationand policy evaluation of the effect of the earlier four stages. Atevery stage, all in strict accordance with the system analysismethod, undertake all-around reflection.Through the analysis, the author thinks that The problemconstruction of after the founding of China’s sports public policyshowed strong political and policy formulation, these points areaffected to the benign development of mass sports areimplementation capacity is lower, the policy evaluation processalso lack effective standard. So suggest that the growing demand formass sports is increasing, however in a setting of inefficient supply.The author believes that ultimately there needs to be a change inpolicy in order to increase the supply of mass sports which includesthe formulation, implementation and evaluation of constructionprocess of the main body, objects, environment impact on policy, andthe importance of policy problems construction. Another change inpolicy that can increase the supply of mass sports is by improvingpolicy making more scientific, and constructing the "three in one" theanalysis of mechanism. Additional policy changes to increase thesupply of mass sports is through the strengthening of cooperation and supervision, the establishment of performance government;thorough basic level, and ultimately expand the coverage of publicsports policy.
