Investigation And Research Toward The Dilemmas Upon The Supplies Of Ruralsport Public Goods In Dali County,Shanxi Province

Public goods of rural sport can be regarded as the essentials and guarantee of cultural activities of rural sport as well as the significant constituent parts of comprehensive construction of the new socialist countryside and the well-off society.With the method of field-investigation,documentation,and interviewing,this paper performed the research upon supply and application of public sport goods and relevant services in the rural area of Dali County,Shanxi Province.The research show that the supply process of public sport goods in Dali County stuck in the dilemmas of single supply bodies,limited supply capacities,stagnant supply channels,and unreasonable supply structures.The further in-depth investigation indicated the reasons for the current dilemmas can be categorized following aspects:(1)the traditional mechanisms and chanels of public goods supply is relatively rigid;(2)the demands of peasantry tend to diversification in the social development process;(3)in the supply process of public sport goods,the confrontation between several stakeholders fast the waste of the scarce public goods resource.The dilemmas severely confine the demands of peasantry toward the sport culture;also retard the cultural and economic developments,which are the concrete reflections of Chinese greatest contradiction for a long time—"the contradiction between people's growing material and cultural needs and backward social productive forces and productive relations",also can be deemed as the structural vulnerability of public goods of rural sport.At the present of growing development of socialist market economy,the dilemmas cannot be cast off by simple retrieve or devolution of government rights,neither completely depend on the principles of socialist market economy.Combining with the innovative theory—supply-side reform,this paper raise the inquiry toward the structural problems in the dilemmas of the sport public goods supply in rural areas,and present the feasible options that increase the supply bodies by introduction of social capital;optimize and broaden the supply channels;establish the efficient feedback and expression mechanisms toward the demands.
