Nothing can be accomplished without norms or standards. As a kind of institution, school norms play a very important role in school management, not only regulating the behavior of students, but also providing a basis of students’behavior management for the administrative staff and teachers. In addition, the implementation of school norms also has the value of education, especially moral education. Therefore, the study on implementation status of school norms has great significance whether on the development of students or the healthy and orderly implementation of school management.The school organization is an open system, which subjects to continuous influence of environment. Therefore, it is necessary to change our prospective when the current implementary status of norms is investigated and to think of the characters of school organizations and the particularity of school management from higher level, which will lead to a more scientific and proper implementation of school norms. Therefore, this paper adopts new institutional theories of the sociology of organization as the tools of micro level analysis, while the dual system theory and Scott’s three-pillar theory on institution provide the framework of macro analysis for this paper.On the basis of previous studies, the author makes a series of investigations to look into the basic implementation stats of norms of middle schools, including the basic information and the problems of implementation, in which, the basic information includes implementary organizations of school norms and implementary procedures. After further investigation, the author sums up four major issues:single structure of implementation, lack of humanistic care, shortage of legitimacy and formalization of norms’implementation. In the following chapters, the author probes into the reasons of the problems mentioned above respectively. The paper believes:on one hand, the school, which is a kind of institutionalized organization, affected by the strong institutional environment outside, consequently, the school organizations should meet the requirements from the laws and regulations, vocational standards and values of a society, which provide legitimacy for the management behaviors. However, some school administrators ignore the role of these institutions in the pursuit of efficiency; on the other hand, the school organization is loosely coupled, which is different from other social organization, the managers should balance the requirements between organization and environment (both institutional and technical). Moreover, compared with the other pop social organizations, school organizations need more human care, and implementation of school norms should be more educative; excessive bureaucracy expectations may harm the individual rights and the freedom of students and teachers, to which managers must have a clear understanding and pay more attention. In order to promote the implementation of the school norms, it is necessary to improve and innovate the existing organizational structure, and construct pluralistic campus culture; in addition, the integration of the elements of the institutions as well as environmental management is very necessary for the managers.
