| This paper is mainly devoted to reviewing the criteria for world city, studying the talent management in foreign world cities, analyzing the talent demand in developing Beijing into a world city and establishing a talent supporting system for Beijing. It aims to set up a talent supporting system for Beijing to develop itself into a world city and discuss the functions of this system and its subsystems after firstly drawing on the relevant experiences of other world cities in establishing talent supporting system by studying the talent management, such as talent recruitment, training, utilization and incentives etc, of world cities like London, New York and Tokyo, and secondly analyzing the talent demand in developing Beijing into a world city. Specifically, given the objective of turning Beijing into a world city, after summarizing relevant theories and experience in the establishment of talent supporting systems of other world cities, and (through comparison with London, New York and Tokyo) analyzing the current talent situation of Beijing and its talent demand in building itself into a world city, this paper sets up a talent supporting system for developing Beijing into a world city and analyses its operation mechanism by applying relevant theories and tools of System Dynamics with a view to offering suggestions for Beijing to develop itself into a world city. |
