Simulalion Research On Talent Introduction Policy Supporting

Talent is an influential factor in the development of enterprises,cities and even the country.Under the background of the known and inevitable weakening of the demographic dividend,the national talent incentive policy has been further guided.Cities have begun a grabbing war,and the policy of attracting talents to attract talents to settle down is one of them.At the same time,a large number of people flocking to settle down will also bring many problems:increasing pressure on housing purchase,education problems of children of settled population,immigrants for college entrance examination,traffic congestion,increasing environmental burden and resident welfare loss,etc.It has hidden hidden troubles for subsequent social governance and environmental protection.The thesis analyzes the basic characteristics of talent introduction cities.Based on the talent introduction policies,the system dynamics modeling steps are used to establish a supporting model for talent introduction policies based on system dynamics.The model is comprehensively considered from the aspects of talent training,talent attraction,and brain drain.Focus on the government's investment in industries,education,science and technology,social security and employment,housing and culture,etc.on the entire talent introduction policy supporting system,using Vensim for simulation,taking Xi'an as an example,to obtain talent introduction policy supporting Simulation results.Eight policy simulation schemes have been set up in 6 aspects including industrial development,education development,technology development,settlement environment development,social security and employment development,and cultural development.The simulation results of different policy schemes are analyzed.The six programs were compared and ranked,and it was concluded that the industrial development simulation program,especially the tertiary industry development type,is better than the other several types overall,that is,adjusting the urban industrial structure and promoting economic development,supporting the implementation of the entire talent introduction policy The optimization effect of the system is the best.The study found that suggestions for supporting the implementation of the talent introduction policy can be summarized as industry as a nuclear,education priority,environmentally friendly,and balanced development.
