With the rapid development of information technology, network technologyand modern communication technology, network information resources presents arich content, dynamic features, these features bring to the effective organization andutilization of the network information resources some difficulties. Traditionalinformation retrieval methods failed to achieve the semantics of informationorganization and information retrieval. Since the concept of the Semantic Webproposed by Tim Berners-Lee in the1990s, Semantic organization method ofnetwork information resource based ontology began to develop. The semanticretrieval of educational information resources and distance education become thenew trend of educational development at home and abroad. Many scholars have builtontology in teaching, curriculum, distance education. Educational websites andeducational information systems do not exist a unified description of the standardplatforms and can not semantic interoperability strongly, resulting in low efficiencyof retrieval. In order to solve the problems of educational sites and educationalinformation recourses to retrieve the effective organization to promote the educationnetwork of information resources, introducing the ontology technology of theSemantic Web technologies to build the domain ontology and joining domainontology to the network database is necessary. It can help retrieve the effectiveorganization and solve the problems of educational recourses.This article analyzed the construction and application of educational top-levelontology on the basis of reading a large number of references. With the methods ofexpert surveys, interviews and content analysis, the paper firstly summarize thebackground, meaning, theories and techniques.The construction and application ofeducational domain ontology are the important content of the study. This article tellsabout how to use software protégé3.2.1to design and build the top-level ontology ofthe field of education on the basis of educational thesauri and opinions of experts inthe field. The application of educational domain top-ontology focuses on thebuilding of semantic indexing, and semantic retrieval model. Finally, importantresearch results of the thesis are the top-level ontology and the practice of thetop-level ontology in the field of education.
