Preschool education is not only an integral part of the socialist educational undertakings, but also a social and public service. At present, preschool education is still the weakest one in China’s educational systems, in that such problems as resources lacking, investment inadequacy, teachers incompetence, management inefficiency,"strategic moves" supports lacking and unbalanced development prevail. Developing preschool education undertaking pro-actively, moving faster toward all the preschool attendance, improving preschool educational quality, are not only the mandatory duties of governments at all levels, but also the important step to the full implementation of "The Outline of the National Program for Long-and Medium-Term Education Reform and Development (2010-2020), which is the strategy of revitalizing China through science and education and through human resources development.The author endeavors, in this study, to explore the development environment of the preschool education of Xingcha Village. Jun’an Township of Foshan from the perspective of the organizational and strategic management by applying PEST, Porter Five Forces Model and SWOT, by referring to the pertinent literature and by observation and interviews; the study is based on the theories of human development ecology, of STP and of strategic management; the study has covered macro and internal conditions as well as cultural and industry climates in preschool education there. Then such problems as the generally small-sized and poor facilities, the lacking of high quality schooling resources, the polarizing development patterns of pre-schooling, the poor salaried preschool teachers and the brain drain have been detected by analyzing the development status quo, the organizational structures, the management levels, the teaching strengths, the financial resources and the running facilities; such development strategies as target market orientations, project service analysis, marketing strategies and market competition have been put forward for the sustainable growth of pre-school education in Xingcha Village.Finally, suggestions and measures have been made and proposed for the sound growth of preschooling in Xingcha Village, which are as follows:solid running mechanisms, effective strategic guidances, matching organizational structures, justified organizational culture and excellent human resources.
