Preschool education is an important part of basic education, but also the foundation stage of lifelong education. In China, preschool education in rural areas has been so weak.In particular, in the West, farmers'family lack of attention to children's pre-school development because of economic poverty, cultural backwardness, and the absence of the interaction of the government. Now, "County" is the subject in the rural basic education management system. So, it is the focus and difficulty of the development of preschool education in the current and future long period of time. For the absence of widespread government function to pre-school education in rural areas currently, county-level governments should be improve relevant management mechanisms to ensure the rural pre-school education development healthy. The "preschool education management mechanisms in rural county" is based on above background.This article has five parts. The first Part is introduction. This Part introduces the backgrounds and reasons for this research, review of the literature, significance and study design. The key of the effectiveness of pre-school education management is the management mechanisms in rural county. We defined it as:The internal relations of the functions, functional structure and operation mechanism in county-level preschool management system.The secondly part refers to the basis of theoretical. This article uses of public management, philosophy, education, and economics to analysis the mechanism in county-level preschool management.The third part refers to the review. We were carding the four stages of preschool education management system, and then analysis the consequence to the county-level preschool management.The forth part refers to the status and analysis. This article takes the case of the management for the preschool education in F County, Guangxi Province. From the analysis of the current situation of the management for the preschool education in F County, it has discussed the existing problems and affecting factors of the management for the preschool education of county range.In the last part, we attempt to establish a set of long-term mechanism, which includes management system, investment mechanism, distribution mechanism, coordination mechanism and evaluation mechanisms, and promote the development of preschool education in rural counties.
