Preschool special education is one of the important parts in the special education system. The qualities of preschool special education influence the development of special children directly. And the level of the teachers' specialization of preschool special education affects the qualities of preschool special education. Consequently the significances of the teachers' specialization are on the development of special children. The study purpose and significance of the investigation is to learn about the current situation of the preschool special teachers' specialization in Shanghai. Analyzed the problems of the current situation and found out the Countermeasures. The study adopted questionnaire survey and interviewing. First used the questionnaire to the 72 preschools special education teachers from 16 districts, and analyze the results. Second interview the special education experts, special education researchers and experienced teachers. In order to find out the Countermeasures by those interviews.The results of the questionnaire survey as following:(1) Academic preparation is lack of standardization.(2) Professional knowledge and skills are not enough.(3) Professional autonomy is limited.(4) There is significant positive association between special school age and the level of teachers' specialization.(5)The training system is imperfect.Analysis by synthesis of those results, the author point out the countermeasure from the police, the teacher selves and society, In order to be the references for follow-up study.
