With the high-speed development of cities in our country, the accumulation and exacerbation of various urban persistent ailments display the big trouble of our urban environmental health. In big cities, Shanghai for example, the main problem that urban environmental governance should solve has transfer from the industry pollution to disperse, abroad and continuous pollution that directly affects people's daily life.However, the traditional environmental management measures in our country are high cost, as well as low efficiency. In some field, the lack of profit prohibits the exertion of market mechanism. At the same time, there exist lots of society problem in urban environmental management. Therefore, it is needed to explore brand pattern of environmental governance. The issue of this paper is about introducing the power of civil society, and settle environmental problems efficiently through self-organizing governance.On basis of community, this paper analysis the urban environmental problems from the perspective of public goods theory and so on. By learning experience of developed countries, this paper argues that we need to encourage the public participation and cultivate the self-organizing in the community, so as to develop flexible, active governance mechanism in community. It refers to such a proper process during which the concerned community stakeholders deal with the common affairs through democratic conference and make it a routine without any imperative interference from outside. In other words, the community practices self-education, self-management, self-service and self-regulation.Of course, there exist lots of problems that prohibit the self-organizing in community, such as the lack of laws and codes, the unclear administerial responsibility of government, the slowness of organization growth. In the end, the paper take Pudong District for example, discuss the non-traditional pollution on the basis of community. It tries to innovate the system to push the self-organizing governance forward, and solve the pollution problem by the participation of citizens.
