During the period of the Republic of China, the peasants suffered a lot due to the frequent wars and natural disasters. The bankrupt peasants were forced to flow without destinations and become displaced people. To some extent, these people pushed forward the urbanization and the industrialization at that time. They made a contribution to the society; on the other hand the emergence and the flow of displaced people perturbed social order and cause the social instability. The research now is paying more attention from the macro view, but to the one in Hebei province is relatively weak. This problem limits the research visions. This paper tries to make the history of Hebei’s displaced people in republican period clear and rich the China’s Contemporary and Modern History according to the research on the displaced people in Hebei.The paper is divided into four parts. The first part is the general introduction and it has three points:the value of the paper subject, the review of the academic research, and the main content as well as the breakthrough of the paper. The second part discusses about the causes of the displaced people in Hebei. It analyzes from two perspectives:one is from natural factor and the other one is from social factor. The displaced people were just the result of the interaction between the two factors. The natural factor is divided into floods, drought and locust plague. The social factor is also divided into three aspects. They are:contradiction between people and land, land annexation; high rent, heavy usury, exorbitant tax levies; political corruption, constant wars during years. The third chapter mainly focuses around the measures taken by the government of the Republic of China in the face of the refugee problem, which could be divided into four aspects. But these measures adopted by the government alleviated the suffering of the victims to some extent, but due to political instability and some other reasons, these measures were often a mere formality, as a result, the effectiveness were greatly reduced, and the benefit was not so much. The fourth chapter analyzes the direction and the influence of the flow of refugees in Hebei during the Republic of China. The direction of the refugees flow was diverse and complex. Some of the occupations they were engaged in were proper ways of earning a living, while some were not. The victims of social flow produced important effect: on the one hand, the refugees entered into the towns, at the same time of satisfying their material needs, they made a contribution in promoting the development urban industry and commerce; on the other hand, the blind flow of refugees had a great impact on the social order, which is not conducive to social stability.
