Vocational education is one of the hot issues in the process of Chinese comprehensive and deepening reforment, meanwhile it’s the active element in the current education system. From the perspective of history, studying of the Vocational Education development in northern China during the period of the Republic of China, it is not as well as the same period of the southern region. Hebei region as a typical representative of the northern region, the characteristics and development of its vocational education is supposed to be attached to the academic community. Through current developing practice, in the context of the coordinated development of Beijing, Tianjin and Hebei region, vocational education in this area should gain the breakthrough in theory and practice. The structure of this paper is the comparison of the modern vocational education in China, the development plan and the general situation of the vocational education in Hebei region and the core elements of Vocational Education in Hebei region, and the effectiveness of the vocational education in Hebei region, which is composed of four parts.The vocational education in modern China refers to the training of professional knowledge, skills and morality, in order to make the individual obtain suitable job,which will satisfy the requirement of social and economic development. This concept covers the six basic elements, including time limit, the cause of establishment, pedagogue, students, the education content and the educational goal in Hebei region. At the same time, Hebei region also appeared similar education and educational entities,this paper analysis and comparison the types of education and entities, found distinction and nature of them, which is vocational education, which is the carrier of social education. This could have a more clear understanding of all kinds of vocational education institutions and similar vocational education institutions in Hebei region of the Republic of China, through the comparison of various educational institutions could deepen the understanding of Vocational education characteristics.For the development of vocational education, the experts and scholars in Hebei region, especially the principal of the vocational school, put forward a lot of reform proposals in the period of the Republic of China. These proposals could be divided into three kinds:increasing the number of vocational schools, changing secondary schools into vocational schools; promoting various types of vocational education.These proposals first part pointed out the existing problems of vocational education in Hebei region, the latter part gived the practical correction and reform proposals for the development of vocational education,which had great theoretical reference value. At the same time, the province, city, and even the county government in Hebei region had formulated detailed vocational education development plan, the paper respectively evaluated these vocational education development plans. Possessing development plans, it is very important to accomplish them in practice. According to the analysis of the development of Vocational Education in the Hebei region, we can master the degree of completion of the original plan, and understand the level of Vocational Education early modernization in this region.Vocational education had its own elements, this paper analyzed the three core elements of them, financial preparation, teacher reserving and the cultivation of the students. First, in the financial investment, vocational colleges as non-profit business units, the source of funding is less, and very difficult to get funds from the community, it could be said that the government’s education funding is the main source of funding for vocational education, the number of government investment in vocational education directly impact on the development of Vocational Education in this region. This chapter through contrasting internal funds at that time in Hebei region, and contrast with adjacent province Chahar vocational education funding number, to sum up value degree of vocational education and the structure of education. Vocational schools must have adequate teachers, because teachers are the basis for the normal operation of vocational schools teaching, this paper expounds the requirements of the national government for vocational teachers qualification, and the selection of vocational teachers in Hebei region, and the general situation of them. In addition, the full and high quality of the students, the necessary training capacity and the full employment of students is one of the core elements of good vocational education.Vocational education can output its own effectiveness, its effectiveness includes three ways:human resource, product output and technical output. Through career guidance and professional introduction, can enhance the students’ employment rate, to provide technical person to all kinds of economic industry. In the product output, the Republic of China held a national vocational education exhibition, at this exhibition, the professional school of Hebei region exhibited product which had distinctive features, technical content is also high, but there were some problems, the paper had evaluated them. In terms of technical output, vocational school through research and testing, gave the technology into the community, will soon be transformed into productive forces, bringing considerable economic benefits. This chapter choose Yixian agriculture vocational school as a case study and demonstrates the important role of Vocational School Technology in improving the productivity of the surrounding areas.The development of Vocational Education in China is a major problem both in theory and practice. In the period of the Republic of China, the vocational education in Hebei region Province had made great effort to transform the development mode, adjust the structure layout, strengthen the connotation, strengthen government management and pay attention to efficiency. In this process, the new theory of vocational education reform continues to be introduced, but also accumulated a lot of experience and lessons, through this research, which for has a very important theoretical guidance and practical significance the present vocational education reform.
