The Application Of Benchmarking Management In Heping District Elementary School Young Pioneers

In recent decades, as a kind of practice-oriented, process-oriented "benchmarking" management has been used,"grafted",in public administration, education management and other areas because it has been widely used in the business world and showed significant result. At present, to be used and practiced in the field of education management,"benchmarking" mainly concentrated in the field of higher education, and made some achievements. However in the field of Young Pioneer management application,"benchmarking" needs to develop and practice, also it is basically blank, also not widely appreciated.In this paper, the problem is how to improve the management level with benchmarking theory and method in the field of primary school in HePing Distract of Young Pioneer management. In order to literature analysis and questionnaire research methods this paper explored the methods, step and way of benchmarking management in the work of Young Pioneer. In used of statistical platform—SPSS, this paper initially established the benchmarking management index system, evaluation system and control system in Young Pioneer management and not only carry out the first benchmarking in HePing District but also got special and comprehensive result. Practice has proved that is realistic and practical application of benchmarking in the Young Pioneer management. It changed traditional Young Pioneer management model based on individual school. In the direction of benchmarking, innovative introduced comparison with group, quantitative and qualitative, management model. Through the comparison of establish a benchmark, with the help of comparison to find out the gap, with the measure of eliminated short board in management, form a continuous improvement of the work pattern. The young pioneers counselors will therefore focus on the target of the index level. The school is thus able to stick out a mile to master their own Young Pioneer management level in the region position. Young Pioneer management committee therefore increased to enhance the management level and play a more active role in the promotion and protection for the final order to cultivate a more builder and successors of the qualified socialist. At the same time, this paper provides a very useful way for the next step in the application of benchmarking in Communist Youth League management.
