Since the nineteen eighties medium, higher school of physical education and basic education school physical demand from the problem has gradually become the focus of attention.This paper, based on the research methods of literature study, expert interview method, case analysis, logic analysis and other methods, the present situation of college sports education and middle and primary school sports teachers’ professional development needs are related data analysis. Study found that:Through literature analysis and expert interview to get information, understanding of higher education PE teacher education and basic education school physical education needs from the problem:first, the system program is caused by physical training education and basic education teaching needs the separation of the main source; second, teacher education system in China historical reasons for the formation of the "two yuan structure"; third, the rapid development of society of sports talent raised new requirement; fourth, physical alteration in curriculum implementation; fifth, a new round of basic education curriculum reform to speed up China’s education field problems exposed.The paper puts forward a five-point proposal to address the needs of primary and secondary school physical education teachers and the Institute of Physical Education.put forward the following seven points first, coping strategies, school physical education and health, reconstruction of University Talent Cultivation Model for physical education; second, to develop continuing education goal, carries on the effective of PE teachers; third, improve the physical education on the basis of education reform the understanding degree, to keep pace with the times; fourth, establish the occupation education and international occupation qualification certificate combined mechanism, the introduction of modern advanced education idea; reference fifth, general office of the Ministry of Education issued "’Undergraduate Teaching Assessment Program (Trial)’" attention to appropriate arrangements physical education teaching plan.Sixth, the basic education schools should actively to improve school conditions.
