Safety issues of the school bus for primary-secondary students in rural area have drawn much attention in public. State Council promulgates "Administration of School Bus Safety Act" which represents an apparent progress in the systematization and standardization of the management of school bus, but some unsettled detailed problems of key importance regarding the effective implementation of government policies still exists. In this paper we will discuss the effective measures to guarantee the formulation of the Act under certain circumstances in China, including management and finance problems of the school bus policy. The study is based on questionnaire investigation and case survey. We analyses the management and finance problems in international field of vision as a beneficial reference for school bus policy suited to conditions in China. This paper consists of five parts mainly:Part one is the research background of school bus. We give a review of the government policies and literatures and introduce management and finance problems.Part two is the discussion of finance problems in the development of school bus in China, analysis from the perspective of academic and realistic. Theoretically, as kind of public goods, government should provide direct financial supports for school bus; Adjusting and optimizing the distribution of schools exerts a strong influence on the commute of students in practice. Demand analysis for school bus with consideration of geographical environment, commute distance, commutes time, etc. is performed drawing of a conclusion that25%of the students in rural area have the demand for school bus. We put forward a proposal that fund criterion for students commute with school bus could be:2.5yuan per day for day students, and1yuan per day for resident students.Part three is the discussion of management problems. I interviewed related groups in the process of policy implementation, including:education department, operator of school bus, headmaster of schools, students and their parents, so as to summarize their opinions and problems in their work. The management problems such as lack of responsibility of province government and obscure roles between government departments are analyzed from the angle of policy execution theory. Part four is the comparison of the school bus development of some developed countries. The principal form of support from government is legislation, administration and financial support, and the main model is separation of supply and production.Part five is the policy advices of the school bus in rural area based on the analysis of financial support and management system, including:incorporating the development of school bus into national development strategy; comprehensive arrangement and management performed by county government; establishing financial support mechanism; establishing cost sharing system; foster the development of school bus industrial; popularize school bus in rural area step by step with local conditions; insure traffic safety for children unsuitable to school bus.
