The rural education which has wide space and large amount, its level concerns the talent cultivation of education related to the entire district at various levels and the development of the whole education career. At present, the education development of GuangXi District has stepped into a new period of improving the quality of education which matters the cultivation of the talent of all types and the development of the whole education career. The teaching quality of rural education is not only directly determines the overall quality of basic education in guangxi, but also a most important aspect to promote the fairness of education. At present, the reform and development of rural education in Guangxi overall lag, and the quality of education is not high on the whole, which mainly represents the following aspects. The education idea is relatively backward, and pushing the curriculum reform aiming at quality education is difficult, the shortage of education resource allocation that is difficult to support the demand of the teaching reform, and the provisions of the state course is also difficult to implement fully, the teaching reform lags behind and the teaching ways and ideas are old. The key to developing rural education and school lies in the teacher. Without a high level of teachers, there is no high level of education. The quality of the teachers determines the quality of education. Therefore, in order to solve this problem, the teachers’ team construction must be grasped.This article is about the research on the policy of Guangxi rural primary and sec ondary school teachers’ supplement mechanism. Guided by the theory of education policy implementation, first of all, the paper analyzes the current situation of rural primary and secondary school teachers’ team construction in guangxi with the calculation methods of literature research and policy text reading. Based on the relevant policies about the text reading in China in recent years, the paper comprehensively expounds the current status of guangxi rural primary school teachers’ supplement and further analysis is put forward to strengthen rural primary and secondary school teachers in guangxi complementary mechanism of policy recommendations on the basis of the policy problems.This article is divided into 6 parts. The first part is about the cause of paper’s topic, the purpose and meaning of the article and the general literature which makes it clear to know the basic theory and research method and ideas on the basis of the fully understanding relevant studies. The second part defines the relavant definition about the Guangxi rural primary and secondary school teachers’ supplement mechanism specially and makes readers have an overall understanding and conception of the topic. The third part analyzes the current situation of rural primary and secondary school teachers in guangxi using the method of literature and puts forward the existing problems and analyzes its reasons. The fourth part of the article is about text interpretation and analysis of "guangxi rural primary school teachers supplement mechanism" policy. Analysis mainly from the policy text reading "guangxi rural primary and secondary school teachers supplement mechanism of policy". This part mainly includes the "hiring teachers publicly from the society", "special position plan", "general teacher training plan" and bilingual teaching program and respectively analyzes the policy background, aim, situation and the policy is also evaluated. The fifth part brings forward strategies and thinking on the problems in the process of policy implementation which is called the "complementary mechanism of guangxi’s rural primary and secondary school teachers".Firstly is to perfect the three policy recommendations, followed by improving the teachers’ performance evaluation mechanism,and build an effective complementary mechanism, then the establishment of rural primary and secondary school teachers implementation, and nextly is supporting urban and rural counterpart plan and the implement communication job rotation system. Finally, this part aims to solve the problem of the formulation of the rural primary and secondary school teachers in guangxi. The sixth part is the conclusion which expounds the understanding of the policy of guangxi rural primary and secondary school teachers.
