The layout adjustment of rural primary and secondary schools has an important influence on the optimal allocation of resources for rural education and the quality improvement of rural education. Since "The State Council Decisions on the Basic Educational Reform and Development" were published in 2001. large-scale work of the layout adjustment of rural primary and secondary schools has been carried out vigorously in the country for almost ten years. These policies effectively relate to the benefits of the rural schools, villagers and students. Therefore, what is the implementation, whether it achieves the targets and whether there is some space to improve the policies, those are the problems we need continue focusing on. This paper analyzes the new layout adjustment policies of rural primary and secondary schools in 2002-2008. The topic is discussed from different sides, such as policy formulation, implementation, evaluation, adjustment and so on. The essay mainly includes five parts, as follows:The first part is an introduction. It tells us the background and significance of this research, domestic and foreign studies related to it and the ideas and methods to achieve it.The second part discusses the background of the policy-making on the adjustment of primary and secondary schools in rural areas. The political, economic, demographic changes and other factors are considered.The main topic is why the governments issued these policies, and whether it relates to the basic competition of "Compulsory Education" and the promotion of Rural Tax and Fee Reform.The third part is the interpretation of the relevant documents which are published by the central and local governments to support the layout adjustment policies of rural primary and secondary schools. The author has chosen policy papers from the State Council, Ministry of Education, the Ministry of Finance and other state departments, and also local governments' adjustment programs as examples. Then, the starting point of the policies and the expected objectives to achieve are discussed. This is an ex-analysis of policy options.The fourth part is on the basic point of the conflict and coordination among various stakeholders of the policy, to analyze the implementation of the layout adjustment policies of rural primary and secondary schools. The layout adjustment involves different stakeholders, such as administrative educational departments, local governments, schools (including principals and teachers), parents and students in rural areas. Therefore, when the author discusses the implementation of policies, she'll illustrate how the adjustment measures reflect the conflict and coordination among various stakeholders, in conjunction with comparative analysis of the data, related news and demonstration research.The fifth part is the evaluation to the layout adjustment policies of rural primary and secondary schools. Based on the relevant reports, it discusses both the achievements and problems. On the one hand, the achievements of the layout adjustment policies include short-term and long-term effects; on the other hand, the problems include policies' own problems and some consequences caused by the improper implementation. This part and the fourth are the main body of this essay.With the use of literature study, empirical analysis and comparative analysis, this thesis explains the layout adjustment policies of rural primary and secondary schools clearly, researches and analyzes thoroughly. Meanwhile, on the basis of accessing to the local authority's policy texts and collecting a lot of related news, it adds the author's own insights and analytics. This is the innovation of this paper.
