From the perspective of history, the layout of rural primary and secondary schools has begun since the late 1970s. After People's Republic of China Compulsory Education Law was published in 1986, the rural primary and secondary schools were adjusted on large scale all over the country. With the deeding of rural education's reform in the 21st, large-scale adjustment of rural primary and secondary schools developed again. In this paper, from the start it discusses the problem of rural primary and In this paper, from the start it discusses the problem of rural primary and secondary school, taking Tai He county of Anhui province as a case steady, with emphasis on test wuxing town, shuangfu town and santang town. Layout of science and rationality was measured by the indicators such as change of the number of students in school. During the investigation on the field, the author found that some principles and teachers are lack of a proud understanding of the essence for the layout of school, and they did everything possible to retain their lost schools; The assets of the school that was withdrawer have a serious loss; The condition of boarding didn't meet needs of countru's requriment, and the board'life were affected because of the shabby logistics services; Layout of some students meet some new difficulties such as traveling long distance to the school and family finance burden.There are some subjiuctive and objiective reasons for this. For subjective factor, some people retain their own schools acconding to improper means; some other people have an misundersesding for the aim of mapping , even they withdraw the school with a rude attitude; some local gevernment regaed layouet of school and the number of school sa their official achievements, as a result,there are hastiness and resulting tensions between cardres and masses .There are also some objective factors, Taihe country is a major agricultural country and rural the economic foundation is wesk ,that leads to corresjonding measures not keeping pace with the mapping; students' living skills are limited and they choos the nearest school, resulting in too namy schools sweeping .The researth proposed some solutions for this. We must hold on the prnciples of fairness and effectiveness; we muse intwstigate the field deeping make a scientific forecasting and planning; we must establish "magnet schools" and develop a new model of rural prinary and secondary schools ;we must enhance the understanding of the layout and strengthen supervision and managenent of the personnel system reform; we must raise funds through various channels to promote layout of rural primary and secondary schools.The reseach is dvided into three parts. Firstly, it sets out the background \literature review\related concepetsand research methods. Secondly, it puts forward the problelems and reasons of rural primary and secondary school. Thirdly, it develops the suggestions for rural primary and secondary.
