The Disequilibrium Study Of Operating Expense Of Education In Local Higher Educational Colleges

In the1990s, With the reform of China’s higher education management system, themanagement right of many subordinate colleges and universities are transferred fromthe central government to local governments, which shaped a new management modethat the manage right belongs to both the central government and the provincialgovernment, and the later takes charge more rights. This makes the responsibility of thelocal governments to the higher education increased. Although it largely mobilized theenthusiasm for local government to invest in the development of higher education, italso brought huge funding burden to the local government. Due to the imbalance inChina’s economic development, and the differences among different provinces inpopulation, environmental factors, evident diversities on the investment of highereducation appeared among different provincial governments. Under the background ofserious imbalance of educational fund exists in the local higher educational colleges anduniversities, the discrepancy of educational fund between different higher educationalschools and different areas enlarged. These differences aggravate the unfairness ofhigher education, and impact directly on the development of higher education in China.This paper adopts the combination of theoretical research and empirical researchmethods, to make a thorough study on the disequilibrium of provincial local highereducation operating expense of education。This paper selects budgetary educational funds accounted for the proportion ofGDP and budgetary educational funds per student to analyze the total amount ofeducational fund of the provincial local higher education. And on this basis, selectsoperating expense of education accounted for the proportion of budgetary educationalfunds、public funds accounted for the proportion of operating expense of education、personnel funds accounted for the proportion of operating expense of education、operating expense of education per student、public funds per student、personnel fundsper student and other indicator to research the disequilibrium of local higher educationoperating expense of education. At the same time, the article analyzes the educationalfinancial system factors which can affect the disequilibrium of local higher educationoperating expense of education. Meanwhile it will make corresponding proposal topromote a balanced development among local higher education in different provincesand furthermore, to promote a benign development of China’s higher education.
