With the advent of the era of knowledge economy and the era of globalization of higher education,the demand for human capital is also increasing.The role of universities in the development of society is more and more important.The level of universities reflects the level of higher education in a country and region,and is also a manifestation of national comprehensive strength,and funding is the foundation and guarantee for university construction.The advanced universities in the world have sufficient funds and reasonable expenditure structure to ensure the high level of teaching and scientific research.China and French higher education system is a centralized system,which means that higher education between the two countries is mainly held by the nation,the source of funding by the state financial input;France as one of the origins of higher education,higher education has a long history,has experienced many problems and challenges in the development of higher education reform,including there is also education funding shortage,education funds management optimization,improving the quality of education;analysis by comparing the comparison foundation,the higher education funding policy in China and France,the total structure and effect,find out the solutions to these problems in dealing with the French and the experience and lessons of the place and a reference value,the experience and Enlightenment of absorption of France,and the contrast of our shortcomings,combined with China’s actual situation,put forward countermeasures of our country high In order to improve the efficiency of the use of higher education funds and the efficiency of distribution and promote the development of our education.economic level,higher education funding,the scale of higher education in general and the number is higher than that of France,but the quality of higher education and per capita education resource allocation level is far lower than France,higher education Chinese mainly for undergraduate education,Graduate Education in the proportion of lower than France.According to the research results,this paper puts forward five suggestions to improve our country’s higher education funds investment and efficiency: grants 1.change simple and general reference,the French contract grants subdivision education funds,and the performance parameters are introduced into the funding system,to reduce the blind expansion of enrollment in Colleges and universities,improve the allocation of funds,encourage university to improve the teaching quality.2,increase the input of higher education funds to our country.The gross enrollment rate of higher education in China has exceeded 40%,but the proportion of educational expenditure to GDP is 4.2%.The index of France is 5.5%.Obviously,the proportion of educational investment in China is insufficient.3.,we should refine the management of higher education funds,and establish and improve the higher education funds management system including budget management system,asset management system,financial disclosure system,funds performance evaluation management system and funds usage supervision system.4.,we should optimize the structure of the development of higher education,control the widespread enrollment expansion of colleges and universities through the rational allocation of educational funds,and improve the proportion of postgraduate enrollment,so as to improve the quality of higher education in structure.5,we should improve the quality evaluation system of higher education,establish a fair,just and independent third party higher education evaluation institution,and conduct a comprehensive assessment of China’s higher education system,so as to play a role in information communication,quality supervision and reference for government funding.
