《National long-term education reform and development plan (2010-2020)》 pointed out that, we need to accelerate the development of continuing education, establish and improve institutional mechanisms of continuing education, and build a flexible open system of lifelong education. So we should know that the continuing education is necessary to build the system of lifelong education, to meet the lifelong learning needs and to build a learning society. We must construct and implement a flexible management system, to build an open system of lifelong education, to realize the flexible institutional mechanisms that everyone、everywhere、and anytime to learn, to build the "overpass" of connecting the different forms of education.《Several Opinions on Accelerating the development of continuing education》(Draft for Soliciting Opinions) pointed that,we need to establish learning outcomes certification, accumulation and conversion system in February27,2012. We should establish the learning outcomes Accreditation Council of Continuing education, establish the system of continuing education learning outcomes certification, credit accumulation and transformation. By this, we promote continuing education among different types of credit accumulation and transfer work step-by-step. And the credit bank system of continuing education is a credit management system which is to meet the purpose of personalized learning and lifelong learning of people under the framework of lifelong education system. Constructing and implementing the credit bank system of continuing education can be conductive to the building of lifelong education system, the building of lifelong learning "overpass", the vertical and horizontal convergence of all levels of education, the requirement of various personal learning and development, and the mutual recognition and convergence of the different types of learning results.This paper includes three major parts:The first part is to define the credit, the credit system, the credit bank system, as well as the credit bank system of continuing education and its characteristics, and explain the necessity of constructing the credit bank system of continuing education. It is the foundation of this paper’s analysis and demonstration. The second part of this paper is to discourse the types and functions of the credit bank system of continuing education. According to the steps of constructing the credit bank system of continuing education, the main types including school type, regional type and national type; According to the credit system and the feature of bank, the functions including credit identified, credit stored, credit transfer, credit exchange and credit settlement. It is the core of this paper. In the third part, according to the feature、construction and implementation of the credit bank system of continuing education, the author points out the institutional guarantees of the credit bank system of continuing education from the legislation of continuing education the reform of the current enrollment of adult higher education system and the establishment of the authority of the certification body.
