Since late1960s, the idea of lifelong education has been widely spread and popularized around the world. And the vision of establishing a learning society, which is the ultimate goal of building the system of lifelong education, has become more and more clear. With reference to the current condition, intensifying the efforts of reforming the traditional education system and making great breakthrough and innovation of the existing education system, education mechanism and the mode of talent training in order to remove the barrier between the education in school and the education beyond school and ultimately establish a mechanism, namely, the credit bank system, which is very popular around the world at present, in which we can effectively testify and uniformly certify the learning results coming from different learning approaches, has become one of the significant policies promoted by the governments worldwide. With regard to the function of the credit bank system, firstly, in this system, the learning results acquired from school and the educational institutions outside can be approved through the uniform certification; secondly, this system will link up the educational institutions of different forms by the certification of the learning results; thirdly, the formation of this system will drive the whole people to participate in the lifelong education.In brief, what stored in the credit bank is the credit (the representative form of the learning results) instead of money, what exchanged in it is the academic and qualification certificates rather than money. This system is based on the idea of lifelong education and lifelong learning, it reflects the institutional guarantee and technology support of building the lifelong educational system and the overpass which links the education within and beyond school. Accordingly, the theoretical significance of studying the credit bank system lies not only in solving the problems of its operation mechanism and security system, it is also an important and actual step in applying the theory of lifelong education to practice. In addition, the credit bank system is a new thing in China, thus, the research subject of this system is the basic and application-oriented subject. Also, as one of the practice activities being promoted at moment, it is badly in need of theoretical instruction, so this subject is of great theoretical value and factual meaning. Through the study of this subject, the author will explore the diversity of learning in the background of lifelong education and lifelong learning and the possibility of building the overpass between schools and educational institutions out of school.The research adopts multiple compound methods, which includes documents studying, longitudinal comparative historical method, crosswise comparative international method, survey method which means making deep researches on spot and collecting empirical data, and case study. The content of the paper contains such as follows:the meaning and connotation of the credit bank system, the development process in China, the experience of the international society and case of the Shanghai Academic Credit Transfer and Accumulation Bank for Lifelong Education. On the thorough investigation and the first-hand information, and in-depth interviews with relevant experts, the final goal of this paper is giving some factual and beneficial suggestions to the problem of the institutional guarantee of the credit bank system through the overall analysis and reasonable appraisal.The innovation of this paper is studying a brand-new thing, which has been popular in the international society and yet to be implemented in China, comprehensively and in depth. The research is primarily a theoretical research and practical exploration, with its topic and contents filling the blank.This paper is divided into six chapters, specifically designed as follows:1. analysis of the background:posing the problemâ†'clarifying the conceptsâ†'putting forward the argument;2. literature reviewing:the historical visual angleâ†'the factual trackâ†'the problem focusing;3. comparison and reference:comprehending external experiencesâ†'combing out domestic experiences;4.empirical investigation:defining the problem;5.factor analysis;6.suggestions and conclusions.Through the research, the most important factors influencing the credit bank system mainly are three. The first one is the inherent separation and fault between traditional education systems. The second one is that the credit bank system lacks external guarantee mechanism. The third one is China has not a standard uniform framework yet. Based on the above analysis, this paper puts forward the following three suggestions on the credit bank system. First and foremost, China should speed up the process of legislation of credit bank. Secondly, an establishment of a national qualifications framework should be founded as soon as possible. Thirdly, the credit bank should be managed by an independent third party organization.The studying of the construction of the credit system is still a brand new field in the present academic circle. With the revealing of its function in implementing the lifelong education idea, ensuring people’s learning right and building the learning society, the credit bank system, which is an important creative imagination and practical subject, will catch more and more attention.
