With the development of the information age, knowledge becomes more and more important for human being. With a desire for knowledge, people obtain required knowledge through various channels, of which the most direct and rapid is through education and training. We can build a market economy system fit to environment or a market adjustment mechanism with the teaching management environment through the system, which will meet the efficient social and educational needs of students through school education reform, enabling the timely adjustment of professional and curricula settings, teaching contents and methods to maximize meet students and community needs by schools. "The Credit Bank" system is in such times called for the right moment.The topics taken in the course of the study use combining research methods which combine the theoretical analysis and the literature analysis. We study the "credit bank" system for theoretical research from the perspective of university management, combing management, pedagogy, philosophy, economics and other disciplines. At first, this study defines the "Credit Bank" system, then in-depth analysis the connotations of the "credit bank" system from three level :system, functions, content, and raised the view that credit loaning is not the function of the"credit bank"system. It is propitious to grasp the general direction of reasonable construction of the "credit bank" system operating framework. This study analysis the theoretical foundation of the "Credit Bank" system with three theories of the learning freedom, the equality of education and the market economy. at last the topic study the theoretical support framework of the "credit bank" system for providing theoretical guidance for its implementation.
