Compulsory education occupies an important position in the educational system of our country, which is not only the foundation of national education, but also the core of elementary education. Faculty is one of the most important educational resources, which exerts great influence on the quality of education. A balanced allocation of faculty constitutes the prerequisite for educational fairness and balance. However, due to the economic gap between rural and urban areas caused by a long-term binary social structure, there still exists substantial unbalance between rural schools and their urban counterparts in terms of both faculty quantity and quality. Although the central government and the government of Jiangsu Province have increased their input in this area to achieve educational balance and fairness, problems have not yet been eradicated because of unreasonable investment and ineffective implementation of policies.Adopting the methods of literature retrieval, questionare and interview, this thesis investigates the quantity, quality and stability of faculty in urban and rural areas of Y District, Jiangsu Province. Results show that there does exist an unbalanced allocation of faculty between urban and rural areas in Y District, which is mainly attributable to economic development, financial input, educational policy, faculty training and circulation, educational informatization, etc. Therefore, in order to bridge the gap of faculty allocation between urban and rural areas, more efforts should be put in developing economy, increasing investment in rural education, formulating policies to protect rural teaching staff’s rights, providing them with training opportunities, promoting circulation of excellent faculty between urban and rural schools, constructing an educational resources sharing platform, and so on.This thesis is intended to provide a clear description of the current faculty allocation between urban and rural areas, some feasible solutions to contribute to achieving a fair educational system in our country, and reference for governments’ policy formulation.
