Data envelopment analysis(DEA) is a method of evaluating efficiency, proposed in 1978 by Charnes, Cooper W.W, and Rhodes E, etc, the famous American experts on operational research. It has become a new researching field in operational research after almost 30 years development. This method has a unique advantage for assessing efficiency by a system with multiple inputs and outputs, and it has been applicated and improved in various researches. However, since this traditional method is mainly for efficiency evaluation, it comes across some difficulties in non-efficiency analysis, the analysis of relations between input conditions and output index characteristics. Concerning how to figure out the relations between input conditions and output indexcharacteristics with limited dada information, based on DEA method, three mathematical models for evaluating comprehensive output index characteristics are given. This thesis also discusses the model's connotation, characteristics and calculating methods. Then, taking this model as the basis, the thesis author proposes a non-parameter method (Con-Eft), and then a method of quantificative analysis is advised to explore the relations between input conditions and validity of output index. Finally, this thesis discusses the application of the Con-Eft method in assessing the human resources in colleges. In addition, a practical software system is established in Delphi language so as to evaluate the human resources in colleges.
