China's Police Class Policy Environment For The Sustainable Development Of Higher Vocational Education Research

With social and economic development, higher vocational education, which has a rapid progress in the past ten years with the promotion of national policy, accounts for fifty percent of higher education. At present, the reform of higher vocational education has an in-depth development. The direction of national policy guidance is to enhance the competence and connotation construction to improve the quality of the higher vocational education. Police higher vocational education has a distinctive characteristics in training and profession, though it has the general properties of higher vocational education. And police higher vocational education has a considerable development with the rapid progress in higher vocational education. However, police higher vocational education is subject to the policy environment, which hinder its’ further development. This kind of higher vocational education is required to explore the optimization strategy by analyzing the present policy environment in higher vocational education.This paper gives a detailed discussion in five aspects. Chapter one is an introduction, namely a basic preparation which states the background, values and the methods of this research. Chapter two is an analysis of the prerequisite, elements and policy environment requirement of the police higher vocational education. Chapter three analyzes the status and the problem which exist in the present police higher vocational education. Chapter four analyzes the education policy of higher vocational education in the main developed countries, which are helpful. Chapter five proposes the optimization strategy of the policy environment in the sustainable police higher vocational education.From the policy factors perspective, this paper analyzes a series of problems which police higher vocational education has to face:the imperfect policy of the localization in the higher vocational education; the unfair development because of the enrollment system; the imperfect policy of the enterprise-school cooperative education and the insufficient autonomous management of higher vocational education. By experience, this paper proposes the optimization strategy of the policy environment in the sustainable police higher vocational education, namely the transformation of the government functions to improve the laws; the establishment of complete system of higher vocational education; the increasing financial support from the government; the reform of the system of the enrollment and employment and the enhancement of the cooperation of industry and school.
