Vocation Education refers to such an education in which the educatee acquires vocational knowledge, skills and professional ethics required by certain profession or production activities. Compared with Liberal Education and Adult Education, Vocation Education connects even more closely with the market, factories and posts amid the economic and social development, which places particular emphasis on cultivating and improving practical skills and actual abilities, besides requiring the educatee to master fundamental knowledge. The forms of education, apart from elementary, secondary and higher education, cover also primary, secondary and advanced vocational training. Teaching method mainly adopts the combining of work and study like "work-study program" and "internship". Regional vocation education means the total of running different kinds of levels vocational education training institutions within an area of relatively independent politics, economy, culture, population and environment under the support of the administration and management system. This kind of education is characterized by the following features:first, it is divided according to the political and economic areas; second, it is comprehensive; third, economic areas basically match the administrative districts, which form a relatively independent system of productivity.Throughout the globe, the successful experience of developed countries and large amounts of studies and practices both home and abroad show that vocation education is the cradle to cultivate industrial workers. Besides having a leading position in economic aggregate, developed countries particularly surpass our motherland in per capita GDP, economic structure and the mode of economic development. In a word, the major gap between China and developed countries lies in "industrial workers"This article introduces the history and development of vocation education and the developing mode and experience of national and oversea regional vocation education. It also summarize the accomplishment the regional vocation has achieved in Jingzhou. They are as follows. First, the professors in Jingzhou is stick to and devoted to their vocation, which is quite precious. Second, the school-running mode has been stable and increasingly enlarged. Third, the basic capability of constructing has been obviously strengthened. Fourth, the school brand has been gradually formed. Fifth, the public-subsidized vocation education has rapidly developed.What’s more, this article analyzes its existing problems. For the first place. high school educational resources is relatively excessive, which makes it more difficult for the schools to recruit students and because of which the malignant competitive behaviors greatly affect the healthy development of these schools. Second, vocational colleges run poorly, and the recognition of the society for them is trapped into low ebb. Third, the investment vocational colleges is inadequate, which cannot guarantee the educational quality. Fourth, the combination between vocation education and local economy and industry has not been well performed so that the colleges are short of potential. Fifth, vocational colleges lack comprehensive plan and non-standard management.This article proposes overall thought and detailed actions to promote the scientific development of the regional vocation education in Jingzhou. It believes that the regional vocation education is complex and social systematical project, which covers wide range and involves more departments. The management of vocation education must break the traditional management system which is barriers between higher and lower levels or between different departments, acting separately, repeated construction and unreasoning investment and take advantage of natural and economic resources in this region and revitalize educational resources. They must establish committee management system that is led by the government and coordinated by many departments such as economy, education, finance and so on. The vocation education management committee though comprehensive analysis, predicts, the developing level, the adjustment range of industrial structure, the total workforce and the trend of distributed architecture, including overall scale and development speed of manpower demand forecasting and industrial distribution. According to the forecasting result, we set down the development planning of vocation education so that the orderly and steady management system and pattern could be substituted to adapt to the regional and economic development.The general idea is:one is to treat the3129project as power, increasing regional vocation education, and strive to vocation education resources integration, vigorously develop the private vocation education, promote the balanced development of vocation education.The second is to use the administrative power to regulate ordinary education and vocation education scale; Three is to respond to the industrial transfer actively, closely combined the regional industry characteristics, improve the regional vocational schools"s adaptability、matching degree and contribution to the regional economic, building vocational education system with local characteristics, improving the school vitality of vocation education:Four is that reinforcing the improvement of school’s hardware and the promotion of school’s software as an opportunity to create a national model schools and provincial demonstration schools; Five is relying on jingzhou state television. jingzhou daily and other well-known news media. use the government’s reputation to held "vocational education’s day", build the credibility through the credibility of the government and media; Six is to strengthen connotation construction and the characteristic construction of vocational school, strive to improve the vocation education development level and the regional education quality. In the specific measure, it is required that we should started from various directions,such as integrate resources, promote the connotation, strengthen the propaganda, standard management, Increasing vigor, strengthen the leadership and so on, trying to explore the development of science education area, promote the development level and core competitiveness of jingzhou"s vocational science education area, and promote vocation education career’s develop in a balanced, harmonious, healthy, connotation and sustainable environment.Through explorations and practices, the studies have achieved conspicuous theoretical and practical effects. First, the outlook of scientific development for vocation education enjoys popular support among the faculty of vocation education; second, resources of vocation education effectively incorporated; third, the content construction of vocation education has been reinforced and the strength of overall education obviously enhanced; fourth, the running of vacation education becomes standardized; fifth, the public credit of vocation education increased dramatically; sixth, the vocation education’s role to serve local economy and society is being brought to full play; seventh, the government put intensified efforts to plan and develop the vocation education as a whole, the input policies have been effectively carried out and the guarantee ability of vocation education development has been enhanced.
