In the21st century, the international competition of comprehensivepower is becoming increasingly fierce, among which technology andhuman resources set the final decision, while education creatingintelligence. In order to improve our comprehensive national powerand international competitiveness, we have accelerated the pace ofbuilding world-class universities in the past few years, and theimplementation of the "985Project" has further narrowed the gapbetween Chinas prestigious universities and world-class universities.However, compared with world-class universities, Chinas prestigiousuniversities, in many ways, are still left behind and the gap is measuredby academic level. Since the beginning of the21st century, especiallysince2003,the study of strategic planning and management hasbecome hot in domestic colleges and universities, but there’s a lot ofproblems and shortcomings, such as too many foreign case studies, fewstudies of domestic practice, and less awareness of the importance ofthe academic strategic planning and management. At the same time,the University of California, Berkeley in2002prepared a "StrategicAcademic Plan" to guide the school to maintain overall excellenceunder new challenges to achieve sustainable development. With theresult of good performance, the successful experience of theacademic strategic planning and management is undoubtedly worthyof detailed study.From the background of building world-class universities, this paperselects the University of California at Berkeley as a case to study its2002"Strategic Plan" with text-based, and to focus Berkeleys academicstrategic planning and management, with the purpose of learning fromits Significance. This article is divided into five chapters: the first chapter,starting from the gap between the discourse of Chinas prestigious universities and world-class universities, analyzes the backgroundinformation of academic strategic planning and management, makesconclusion of the theoretical and practical meaning of the study,explains the purpose and research process of this study, and gives acomprehensive overview of current university strategic planning andmanagement research; the second chapter, on the basis of definingsome basic conceptions, gives analysis of the three stages of strategicplanning and management-strategic planning, strategic planning andimplementation strategy planning and evaluation; Chapter III gives theBerkeley academic strategic planning, implementation and evaluationa more detailed introduction; Berkeleys academic strategic planning isintroduced in Chapter IV, the fifth chapter discusses what we can learnfrom the successful experience and practice of the University ofCalifornia Berkeley school’s academic strategic planning andmanagementLearning from the Excellent experience of Berkeleys academicstrategic management, Chinas key universities, especially researchuniversities should find the core value of managing school and put it inan important position during the process of academic strategicplanning. Organizational change and systems design should beconcluded in the conduction of academic strategic planning andimplementation. Strategic academic planning should be inaccordance with the quality assurance of school self-assessment, andthe academic strategic planning and management is necessary tohighlight the center of academic research, while academic strategicplanning and management should focus on school academic culturesymbiosis.Hope that this article can provide researchers, stuffs and universityleaders with some enlightenment for college planning.
