The tide of economic globalization asks higher requirement for high levelapplied-type talents, and it also puts higher demand forward to the higher engineeringeducation too. However, the higher engineering education has problems of weakpractice teaching and lack of engineering for a long time in China, the collegestudents are lack of innovation ability and practice ability, and it hinders thedevelopment of China’s economic transformation and industrial enterprises seriously.The Ministry of Education started a great reform of "the Plan for Educating andTraining excellent Engineers"(hereinafter referred to as "Excellent Plan") The planaims at fostering all kinds of high-quality contemporary engineers to meet the needsof social and economic development.It has important demonstration and leadingeffects for constructing the higher engineering education system with Chinese-stylesocialism and promoting our country from big country to powerful country inengineering education.Boyer’s academic thinking means a series of education thinking bought by acontemporary American outstanding educator Ernest Boyer, it had a profound impacton the United States even the world higher education in the late twentieth Century. Itopposed to the traditional academic view of scientific research, put up a new learningparadigm, divided academic into four aspects which were different butinteractive:scholarship of discovery、scholarship of application、scholarship ofintegration、scholarship of teaching,Boyer thought Each university should had theirown nurturing mode, starting from the rational positioning itself,against the "upwarddrift" in higher education. Boyer’s academic thinking provided the theoretical basis forour country to implement "Excellent Plan", and can guide the implementation of the"Excellent Plan" effectively. It is helpful to improve the college students’ ability ofinnovation and practice,ensure the level and quality of the talent, by absorbing the essence of Boyer’s academic thinking and using it into engineering practice teachingin China.Based on the analysis of the historical background、main connotation and theimpact on American higher education,this paper combined with the practice of higherengineering education in China, did systematic research on major reform strategy ofhigher engineering education——"Excellent Plan". Boyer’s academic thinking hasmade great contributions to the reform and development of higher education in theUnited States. From the point of view of Boyer’s academic thinking, to explore abetter implementation of approach and method of" Excellent Plan", will improvecollege students’ engineering practice consciousness and ability, improve the trainingquality of our higher engineering education. The text is of five parts:The first part is the introduction. This part introduces the research backgroundand significance, research status at home and abroad, the main content and theresearch methods and innovations.The second part introduces Boyer’s academic thinking and the impact onAmerican higher education. This part introduces Boyer’s academic thinking andanalyzes its influence on American higher education from two aspects of historicalbackground and the main content.The third part introduces the starting background、theoretical connotation,elaborated the plan talent training standards, training mode and implementationprogress of "Excellent plan".The fourth part elaborates necessity and principles of "Excellence Plan" based onBoyer’s academic thinking.The fifth part sums up enlightenment the Boyer’s academic thinking to"Excellent plan".
