As the market economy, and introduction of modern educational concepts,"quality education" promotion seems to be heavy to the students learning brings a new turning point. Quality-oriented education has been the target of China’s educational reform and development, and policy in its implementation, and to promote quality education plays an important role in the process. The whole implementation is in the country to promote quality education, focused on breakthrough in the process, comprehensive, a series of positive and gratifying changes have taken place in the field of education. However, the are many factors influencing education policy implemented, is the social, economic and cultural studies of multi-factors formed a strong competitive pressure, making quality education is struggling. Therefore solutions should also be comprehensive, needs of all aspects of society, are working. This paper on the interpretation of policies of quality-oriented education in China to identify existing policies needs to be room for improvement in quality-oriented education in China, thus contributing to help the public understand the policies of Suzhi education in real terms, in favour of comprehensive promotion of quality education.In this paper, literature, historical research and text analysis to inspect the stage for the implementation of quality education and effect, and representative of the policy documents were analyzed. This first chapter is an introduction, mainly describes the significance of research on quality-oriented education in China policy, domestic and international research, research methodology and policy selection of text. In the second chapter introduces the notion of quality-oriented education in China, describe what are the characteristics and theoretical basis of quality education policy and education policy document lists the main quality. After the third chapter is about quality-oriented education policies on the positive impact of education in China, first, quality-oriented education into major national decisions and legal regulations, and secondly, the idea of quality education deeply rooted in the third, some positive and important changes are taking place in school education, IV, various areas including the quality of primary and middle school students in rural areas has been significantly improved. The fourth chapter proposes is carries out the education for all-around development existence the difficult position, this chapter has first utilized the game theory principle, and took an exam the education to the education for all-around development to carry on the analysis.Then concrete proposed several education for all-around development carrying out difficult position, like the necessary education for all-around development supervises and appraised the system insufficient consummation, the education resources have not obtained the reasonable assignment, the traditional education idea cannot adapt the education for all-around development new idea and so on many questions, as well as example analysis education for all-around development policy goal formulation too broad, does not favor the performer accurate understanding education for all-around development, in the implementation appears the deviation unavoidably.The fifth chapter advances the education for all-around development to our country to propose some suggestions, like the consummation education for all-around development appraisal system and the inspector general system, the reasonable disposition education resources, establish a lifelong education policy and so on, moreover the education for all-around development policy main purpose also must change the surveillance by the development, attention key school at the same time, wants the powerful development education for all-around development policy carrying out slow school, all can implement from the city to the village carries out the good education for all-around development.The education for all-around development this emerging education idea keeps pace with the times, tallies with the present international advanced education thought, therefore should obtain more thorough research and the effective implementation, expected achieves the anticipated same vigorous development.
