In today's market condition, it becomes apparent that the quality of the life provided by the quality of the education, ensuring the competitiveness of individual self-fulfillment and success. Practice shows that the level of intellectual potential of the country, which is also determined by the quality of the education is a crucial factor not only for economic and social development, but also the economic and political independence of the country and its further progress. Therefore, the research the questions of the education quality, the development of measures for further improving it can be relevant and have practical significance.To monitor and control the quality of the education in Kazakhstan was established National system of educational quality assessment, incorporating elements of an independent external evaluation(licensing, certification, accreditation, common national testing, external assessment, the state control and et.c.). Created national system of quality assessment assess the quality of knowledge through comprehensive examinations; help to develop a national system for monitoring the quality of education to track the dynamics of the development of students and educational organizations, to create a comprehensive system to continuously monitor the quality of education, which are key components of the academic achievements of students.In Republic of the Kazakhstan external assessment is organized by the central executive body in the field of the education. However, as shown by international experience, external assessment of the educational achievements of students is generally performed by independent agencies or public organizations.Thesis based on general three questions: why, what, how. Research question is to determine the reasons of low quality of the education in middle schools; research what regulation methods and approaches central government use to increase education quality and analyze the performance and results of taken by government regulations.A number of theoretical propositions and conclusions of the master's work can be used to further study the features of the education policy process in modern Kazakhstan, and also be applied in the development of training courses and manuals on political science, comparative politics and study the school education management in the Republic of Kazakhstan.
