Status Quo, Dilemma And Countermeasures:Exploration Into The Function Of Commnity NGOs In The Community Governance

In the1970s, the crisis of public administration in the west led to general wave of reform, the reform of the theory and practice both challenged the traditional model of public administration(that is the argument between government and market).Because of the advantages, non-profit organizations could efficiently carry on the functions (that is the field in "Government Failure" and "Market Failure") that belonged to the government before, which caused a "community revolution",and the research on non-profit organizations spread quickly. Community is a microcosm of the larger society in small settlements, and the community is not only the place where community-residents live but also the place in which residents can help each others. Since the reform and open-up, basic-unit-system of social management in china had transformed from "Unit system" to "JieJu system" and finally to "Community system".The12th Five-Year Plan in china clearly expounds "multi-stakeholder involvement""common governance" in order to strengthen the social management system and improve the system of social management mechanism, forming the new pattern of social management.In the background of community-construction, the ultimate goal of basic-unit-system of social management lies in "good governance" and "improvement of life quality". The practice of public administration shows simple market model, government-regulations can’t realize effective governance. Peters proposed four emerging models (that is elastic mode, participation pattern, the solution system and market model)in the book "The Future of Governing", the multi-participation in the context of common governance became reality,"participation""cooperation" lay more emphasis on community-NGOs. Community NGO is a kind of participation mechanism, recruiting individuals into organization based on the organizations’mission. Activities carried by community-NGOs will further improve the cultural identity among community residents and then community cohesion will improve. Besides, community NGO is a cooperative governance-mechanism, pooling of public opinion, dialoguing the government. Community NGOs deeply affect the community residents, and have changed the residents’ life attitude. Residents are more likely to maintain social relations according to candice, communication, cooperation in the operation.The author step into North-Garden-Community,YuYuan-Community(obviously different in community development level and community construction).Based on the introduction of YuYuan community and horizontal comparison between the two communities, the author wants to analyse the community NGOs’ existence and the practical performance about community NGOs’ participation in community governing. Based on the on-the-spot investigation and collection of literature, the author summarizes the community NGOs’ existing dilemma, including capital,position,developmental trend and identity. Taking examples by Qingdao JiangSu road community, WuHan BaiBuTing community, which is famous for its organizational design and the mobilization of volunteers, the author attempts to put forward relevant Suggestions for the futher development, which not only includes the capital,human resources in a physical level but aslo includes social-capital,goal in a cultural level, which is expected to trigger more thinking involved in community-governance, to promote the process of the civil society in china, to bring more happiness to peole.
