The allocation of Ideological and educational resources is a practice activity whichtends to achieve the function of ideological education and maximize the benefits andcombine ideological and political education resources reasonably at different time andspace.This kind of allocation is based on philosophy, economics and pedagogy. Itsphilosophy basis are the Principle of Marxist on the relationship between socialexistence and social consciousness theory, the theory on human nature and the ScientificConcept of Development. The economics basis is the supply and demand equilibriumtheory and the cost-benefit analysis. As to the pedagogy, that would be the “ThreeDirections to Face “educational theory.China’s current allocation has achieved the complementary advantages ofspace-time and optimized internal resource gradually. But at the same time, therecoexist resources shortage and waste; structural imbalance of resource allocation;resource allocation mechanism is not scientific enough etc.Lacking emphasis and investment as well as lagging concept of development wouldaccount for allocating ideological and political education resources.The necessity of allocation lies in the inevitable request of improving the efficiencyin using the resources, socializing the ideological and political education, and creating athree-dimensional and comprehensive training program.At the same time, while optimizing allocation, we must stick to the efficiency,fairness, dynamic and systemic principles.Thus, the methods to optimize the allocation of ideological and political educationresources are: establishing a new concept of ideological and political educationresources, integrating social, family and school education resources, constructing amodel of comprehensive compensation and rationally allocating the network resources.
