Primary And Secondary School Security Management Research In Our Country

Currently China is in the period of social transformation, the social conflict is increasingly fierce, the school safety situation has become increasingly severe, and the problem of school safety has become a hot social issue of wide public concern. The study on safety management of school is of great significance for protecting the safety of teachers and students, maintaining social order and creating a harmonious society.Domestic research on school safety management mainly involves two aspects, one is the legislation on school safety, and second, on specific measures for safety management and safety education in schools. Study on the security work in schools provides guidance for the relevant departments. But, on the whole, our school safety management research is still in its infancy stage. At the practical level, there are still a number of problems in school safety management in China. For example, the legal policy may not be implemented by the government. Schools, families, and communities mainly exist in inadequate safety management and safety education problems. The reason for these problems are complex and interrelated, mainly because the country is lagging behind on the formulation of laws and policies related to school safety management, the law covers a narrow range of supporting policies, human resource are not very well integrated on organization and staffing of security work in schools, and the country has no clear input indicators on the school safety funding.To solve these problems, this paper mainly studies the American school safety management experience for reference. Beginning in1998, the United States began keeping statistics on crime and security situation of the public schools, and provides detailed data for government policy formulation. In terms of laws and regulations, United States federal and State Government passed special legislation to guide the school safety management work; In terms of organization, specialized agencies of the Federal Ministry of education are responsible for the security work in schools; In terms of investment, the annual federal education funding for school safety funding is not fixed, but on the whole, the school security funding budget has been increasing in recent years.On the basis of management experience in school safety at home and abroad and in accordance with the theories of government functions and the theory of public security, this article propose solutions from the aspects of increasing funds investment, clearing institutional responsibilities and formulating special laws, which provides the advisory opinion for the government to develop the campus security policies and create a safe campus.
