With the continuous development of the economy and the continuous improvement of the family income level,more and more parents choose to invest their energy and money in their children's education,so the original demand for education is changed to the pursuit of high-quality education resources,which leads to the increasing number of after-school counseling institutions in the market.According to a report released by the Education Society of 2016,the market size of tutoring institutions exceeds 800 billion.However,in the process of rapid market growth,many problems have emerged in training,which is contrary to the law of education and even runs counter to the country's burden-reduction policy.Faced with the special governance activities of off-campus training institutions under the policy of reducing the burden,China lacks relevant laws and regulations to regulate the development of tutoring institutions,which has led to a variety of problems in the management process of tutoring institutions.Judging from the existing research literature,the research on teacher management of external tutoring institutions is relatively weak,especially from the perspective of law.Therefore,the investigation and research on the management of teachers in primary and secondary tutoring institutions has important theoretical and practical significance.In this study,three cities in Shandong Province(Jinan City,Linyi City,and Qufu City)were used as sampling areas.Interview methods and literature methods were mainly used.On the basis of reading the literature extensively,the author conducted interviews with tutoring teachers,managers,and parents to understand the teacher management status of tutoring agencies outside primary and secondary schools,and summarized the problems existing in the management process of tutoring agencies.In view of the existing problems,the author analyzed them from the government,counseling agencies,teachers,parents,and found the main reasons for the problems:China's legislation on the out-of-school counseling industry is incomplete,and the government has failed to supervise and supervise institutions;counseling organization value management philosophy misalignment and weak legal awareness;teachers' vague understanding of profession and lack of legal awareness;parent herd mentality and lack of reason.Based on the analysis of the problems and their causes,and combined with the actual situation,this paper puts forward the optimization strategies for themanagement of teachers in off-campus tutoring institutions of primary and secondary schools from the government,counseling agencies,schools,teachers,parents and other aspects.Government departments should improve the laws and regulations governing the management of teachers in tutoring agencies,and strengthen their supervision from various aspects and angles so that violations of the law will be investigated.Counseling institutions should adhere to running schools in accordance with the law,raise the barriers to entry for teachers,standardize the process of recruiting teachers,and strengthen teacher training.Schools should strengthen the cultivation of students' legal awareness.Teachers should insist on teaching in accordance with the law,raise professional awareness,and strengthen legal awareness and rules awareness.Parents should choose a counseling agency for their children rationally and avoid blind followers.
