Campus security has long been the most important works for the school, especially in 2014 occurred in China a number of campus stampede that caught the attention of the broader campus safety. Gruesome campus safety accident is a wake-up call, once again explore the cause of the accident, not only some of the problems exposed out of the campus safety management, but also for the current school management put forward severe challenges. With the continuous development of public administration in the field of social, \ "education public governance\" increasingly attracted the attention of theorists and educational circles. In recent years, the theory of public administration in government administrative reform, enterprise reform, and other areas of the social practice experience of prompted many countries begin to realize to be applied to the education management reform, reconstruct the government relationship with the school, family and society, to seek new breakthroughs in the field of education.In this paper, it is in the education of public governance under the perspective of campus safety management empirically explore innovative, Liuzhou north district primary and secondary schools as the main research object, through interviews and questionnaire survey for the school, in the form of research students and their parents and teachers, a preliminary grasp the status quo of safety management of the school. Further analysis of the existing in the campus security threat and the poor parts of the campus safety management, summarizes the existing problems and reasons. Finally listed in view of the problems and reasons for the feasibility of the strategy to solve the problem, trying to seek a multilateral force to strengthen the new mode of campus safety management to provide some enlightenment.Through on-the-spot investigation and study, found that Liuzhou north district primary and middle school campus safety management problems are:(1) the school’s own ability is limited, there are security management blind spots;(2) the campus surrounding environment deteriorating, the hidden danger existing in safety management;(3) the teachers and students defense consciousness and ability is relatively weak, belong to the vulnerable groups;(4) the factors of force majeure disasters and accidents.Based on the above study of the problems in safety management, combining literature research and survey data analysis of the possible reasons are: 1. The root cause, school as an open system organization objective connection with the outside world cannot be split and cut off, to improve the security of the campus just rely on the power of the school is insufficient. 2. The internal reasons:(1) the school management main body of a single, can not timely access to aid in the face of crisis;(2) the management capacity is limited, can’t get rid the campus and school peripheral security hidden danger;(3) safety save from practical skills needs to improve. 3. The external reasons:(1) the public attention to the campus security, less participation, participation in relatively poor ability;(2) the lack of effective communication leads to poor information, from public suspicion;(3) the campus surrounding the lack of effective consolidation management, supervision does not reach the designated position;(4) social contradictions caused by anger, easy to shoot game in school.In view of the above study campus security problems and cause analysis, the author to education public governance as the reference, get inspiration from the following three aspects:(1) governance public goals: to advocate the government and schools, parents, community, social organization multilateral force to the construction of campus security as a common goal;(2) diversification of governance: the government and the schools, parents, community, social organizations active cooperation, equality and mutual assistance, mutual participation in education teaching reform decision-making participation;(3) the governance form of democracy: get the monopoly of the top-down management for mutual autonomy, forming cooperative school security defense network. According to revelation, in education at home and abroad the instance analysis of public administration: the campus safety management as a link to a new direction in the community government school, family and social education power organically integrated into an effective education resultant force. And through analyzes the instance of the domestic and foreign, for the implementation of the specific improvement Suggestions.Finally, for the above study and analysis of survey data, from the school itself and third party subject to strengthen school security management put forward some feasible Suggestions:(1) to rely on their own school, strengthen the prevention and control ability. By urging schools to open and improve the ability of teachers’ education and protection, to mental health, safety and legal education, the teachers and students to play the role of schools in the campus safety management;(2) the third party organization building cooperation consultation mode, meet the diverse needs. By raising families fulfill their duties of guardianship, and actively participate in management level; Guide to the school community integration; Play to social organization strength, pay attention to the guide sponsored.The innovation of this article is to education public governance perspective, through the sea of Pudong new area in the education of public governance structure formed rich practical experience and service system for learning and the promotion, trying to different regional development level of primary and middle school campus safety management for reference. School work is mainly, in short, education teaching and the education teaching, school management, and ultimately the purpose of school management is in the service of the smooth and effective education teaching activities. Only to ensure the safety in a stable environment, students to study hard to ease, the teacher to devote themselves to education teaching activities. For the long term, effective protection to the members of the school of life and property security, maintains the school normal education teaching order, not only directly related to the young students safety, grow up healthily, more related to the well-being of millions of families and the country’s prosperity and stability.
