Since college enrollment expansion began in1999, college graduates hasincreased rapidly in china. In2009, college enrollment had reached6394900, andadvanced education’s gross enrollment rate had reached24.02%. The rapiddevelopment of advanced education has already played an important role in theeconomic growth. But at the same time, it should be noticed that because of theobvious difference among the eastern region’, central region’ and western region’economic level, the regional flow of college graduates is unbalanced. Collegegraduates’ Off-site employment has become an important channel of brain drain.Every year, the college graduates’ job hunting has become a reorganization of talentbetween regions.In recent years, many scholars has made many empirical researches on therelationship between the higher education and economic development, thecoordination between the development of higher education and regional economicdevelopment coordination, as well as the relationship between higher education andR&D spillover effect. However, the existing literature has not ever studied theimpacts of college graduates’ Off-site employment on economic growth differencebetween developed area and underdeveloped area. the thesis Not only helps fill thecurrent gaps in the literature in this area, but also has obvious practical significanceand policy implications in its conclutions.Derived from the reality, The article, based on three cases: the college graduate’shigher wage preference, the recruiting company’s distance preference and the onecombined with the college graduate’s higher wage preference and the recruitingcompany’s distance preference, aims to test the impact of college graduate’s off-siteemployment on the economy of local region’s and other region.Firstly, the paper’s empirical result shows that the college graduates in all threeregions played a large role in local economic growth. It illustrates that,under theguidance of the strategy of developing the country through science and education, therapid development of higher education has made great contribution to the economicgrowth, which is in line with the policy makers ‘expectionSecondly, the results states that there is some unbalancedness while we arestudying the advanced education’s overflow effects on three regions and its funtion of promoting economic growth. The unbalancedness is listed as follows:First, compared with the middle and western areas, the overflow effects of highereducation on the advanced eastern areas turns out to be smaller, which means theadvanced areas could gained more benefit. In additon,As a result of the higher humancapital marginal income as well as the support from the government, the western areashas controlled the brain drain to some extent. However, the middle areas failed inavoiding this atmosphere because of the adverse overflow effects on other areas.What’s more, the research show that graduates are inclined to leave the west ares andwork in the eastern areas where there are higher wages, advanced economy and lots ofemployment opportunites. Therefore, the overflow effects of middle and west areas onthe eastern ares are greater than the overflow effects of the latter one on the formerone.
