| Talent is the basic and strategic support for building a modern socialist country in an all-round way.In recent years,the phenomenon of talent sinking to the grassroots has become more and more common,both in quantity and depth.However,it is worth noting that due to the regional environment,government policies,personal will and other factors,many areas in Shanxi Province,especially the less developed areas,take great pains to introduce talents,either "useless",or soon job-hopping,which is not conducive to the sustainable economic and social development of the less developed areas.This paper focuses on the factors affecting the stability of talents in the less developed areas of Shanxi Province,analyzes the reasons for the brain drain,and puts forward corresponding countermeasures and suggestions on how to effectively introduce talents,cultivate talents,make good use of talents and retain talents in the less developed areas,in order to provide reference for solving the problem of brain drain in areas with similar development conditions.P County,as a typical underdeveloped area in Shanxi Province,lacks resources and suffers from poor economic development.How to deal with the problem of brain drain has become an important issue facing the local government.This paper takes the brain drain problem of P County of Shanxi Province as the research object,applies the relevant theories of human resource management,through collecting and sorting out the relevant research theories at home and abroad,learning and referring to the relevant literature and periodicals about brain drain,and classiifies and summarizes the research ideas step by step.At the same time,in order to further understand the manifestation and influencing factors of the brain drain in the less developed areas of Shanxi Province,the Brain Drain Questionnaire was designed and produced according to the talent situation of P County.The existing talents of enterprises and institutions in P county were investigated,and some of the lost talents were interviewed,and the obtained survey data and interview data were integrated and analyzed.The research found that low salary level,backward level of public service,insufficient investment in talent construction,conservative thinking,lack of respect for talent and love talent atmosphere,unsound talent use and selection mechanism,unbalanced talent policy and so on are the causes of brain drain in P County.On the basis of in-depth analysis of the causes of brain drain,this paper draws lessons from the successful experience of solving the problem of brain drain in developed and underdeveloped areas in China.Some policy suggestions are put forward,such as the "distance + subsidy" treatment and distribution mode,the market-oriented talent investment return mechanism,the formulation of stratified talent circulation standards by field and classification,the creation of a comprehensive social atmosphere of talent recognition,love,respect and use,and the establishment of "online + offline" talent attracting platform carrier.So as to provide a reference for all levels of government departments and related organizations to solve the problem of brain drain. |
