After independence, the India government decided to develop higher education, established a massive system of higher education in a very short period of time, and made great achievements. It not only made India’s science and technology developed rapidly, but also trained a number of scientific and technical personnel team, third in the world. The development of higher education is inseparable from the protection of the higher education quality assurance system. The thesis provides an overview of the formation and development of the Higher Education Quality Assurance System in India, analysises the external quality security of India’s higher education, including the monitoring of the government and external evaluation, and the quality management within universities, finally, summarizes the characteristics and problems of Indian higher education quality assurance system as well as the measures taken to tackle the problem.India’s higher education quality assurance system takes the manner of a combination of internal and external. National Assessment and Certification Committee (NAAC) is the only national certification agency in India, it plays a dominant role in India’s higher education quality assurance system. Human Resources Development, authorized departments of the central government on higher education quality management, is the strong backing of NAAC. The University Grants Commission mainly uses the means of financial funding to support the work of the NAAC. Accordance with the evaluation criteria of the NAAC, all colleges and universities complete the school self-evaluation together with the NAAC, and under the guidance of the NAAC assessment results to understand the quality of education of the school, which has targeted to improve the quality of school education. India’s higher education quality assurance system is characterized mainly as follows:the times of the higher education quality assurance policy; the independence, autonomy of the higher education quality assessment agencies; the voluntary of universities; the scientific, democratic of the process of assessment and identification; link the results of the assessment with the Government’s financial funding. Of course, the Indian higher education quality assurance, not only has made achievements, but also has many problems, such as how to coordinate the relationship among government, the assessment agencies, and universities, the absence of regulation of transnational higher education quality assurance.For the problems of India’s higher education quality assurance system, India has adopted the following improvements:improve the quality of higher education in order to increase the credibility of the higher education quality assurance; implementation of re-identification of the accreditation expiration of colleges and universities; to further improve the operation mechanisms of the quality assurance; strengthen the relationship among government, the assessment agencies, and universities; ensure the quality assurance of transnational education. From the measures taken by India to improve the quality assurance system, we can think and learn how to improve our higher education quality assurance system.
