In China, most of the compulsory education schools distributed in rural areas, therefore, the quality of compulsory education in rural areas determines the quality of Chinese compulsory education. Teachers are a critical factor for the education quality.A good insurance system is a motive force for teachers to improve their teaching quality, and then the quality of education can be improved. Therefore, we must perfect the teachers’insurance system. Since China decided to implement pay for performance in compulsory school, it has become the focus of attention of the society. Many experts and scholars have done some research in this field, but their research is just some general one, such research that based on remuneration use theory, performance management theory, and combined with the characteristics of the local economy and compulsory education development, the existing state of the teacher performance pay reform, to research how to implement the reform more effectively is still rare, and has not yet formed a mature research results. This paper base on the remuneration use theory, performance management theory,and combined with the characteristics of the economic and compulsory education development of Guangxi province, the existing state of the teacher performance pay reform, and try to give some advice to make the implementation more effective, therefore, the paper has a great theoretical and practical significance. From the point of the number and the structure of the population and the structure of economic, X-County is a typical representative of rural areas in Guangxi, therefore, this paper use it as an example to research the implementation of the Teachers’pay for performance reform in compulsory education in rural areas of Guangxi province. The paper elaborate the implementation of teachers’pay for performance compulsory education of X County, base on the result of questionnaires and interviews, and the characteristics of Guangxi’s economy development and compulsory education. The paper analyze the issues what along with the implementation process, these issues include the delay of the implementation of pay for performance, The low standard of the pay for performance, the deviation of the performance check,the misunderstand of teachers’impel after the implementation of the pay for performance. On this basis, give some advises about how to make the implementation more effective. These advises include improving the standard of teachers’ salaries, reallocating of pay for performance in the basic part and the incentive part of the project, improving the existing performance evaluation index system, changing the traditional pure performance appraisal practices, and strengthening the supervision, monitoring, evaluation, and accountability proposals of the implementation of teacher performance pay in the of Guangxi province. The writer hope it can help the reform implementation of Guangxi even the rural areas of central and western parts of China in theory and practice.
