The implementation of teacher performance pay in minority areas in China is an important problem in compulsory education. Researchers selected the Ganzi Tibetan Autonomous Prefecture, Sichuan Province, compulsory education schools as research samples, the teacher performance pay system implementation, the compulsory education school implementation of performance pay for teachers and education influence, teachers on the implementation of pay for performance and assessment system of the recognition and attitude of teachers on the implementation of the pay for performance problems such as to carry out the investigation. By using the methods of literature analysis, questionnaire survey and interview, this study conducted a survey on the implementation of performance pay in Ganzi area. The results of the study show that:in Ganzi Prefecture after the implementation of performance pay, teacher wage polarization, performance wage difference mainly exists between school leaders and ordinary teachers and head teachers and ordinary teachers, at the same time, the gap between teachers’ salaries and wages of civil servants is still very large; school implementation of performance pay for their own development and enthusiasm of teachers have certain incentives, teachers generally agree that the implementation of performance pay system; in the universal level teachers pay for performance programs and assessment process to satisfactory manner. On the other hand, performance pay implementation problems in the process of performance in Ganzi Prefecture of compulsory education schools generally lack the scientific and objective performance appraisal program; performance evaluation is lack of objectivity and fairness; incentive mechanism is not reasonable, did not play a significant incentive effect; neglect of teachers’ team performance assessment; teachers generally focus on the performance salary system is not enough, the lack of correct understanding; performance salary system implementation is not in place. Due to lack of regulation and accountability mechanisms. Research on the issues on the implementation of pay for performance, put forward suitable for minority area teacher performance pay system implementation and development of corresponding strategies and suggestions:to establish a scientific and fair performance appraisal system, establish the performance appraisal feedback mechanism; design scientific and standardized performance evaluation indicators, evaluation criteria should be the effect on the assessment of teaching groups; establishing the incentive system of reality and a variety of teachers; increase of performance salary system for the implementation of the supervision and accountability efforts.
