China is still in the primary stage of socialism and work-based distribution is the key allocation system and multi-distribution is also coexisting. Teachers'salaries are the remuneration paid by the State from the social redistribution of rewards for that working for the country, providing education services. The purpose of the reform of salaries for teachers is to encourage the teacher to work better, improve educational efficiency, promote the development of education and ultimately train more outstanding socialist builders and successors through the lever of the salary.Performance pay is different from the traditional distribution system of our country that the distribution is according to one's performance. It is depend on the actual state of the job such as responsibility, labour intensity, technical content and work environment, especially it is according to the performance of work to decide the salary. It has more encouragement than traditional distribution system, and it is good for the activity for the labors. It has a special significance to motivate the activities of the teachers, the development of the social education, to raise the service level of the compulsory education.Many people concern the thing that our country implements the pay for performance schools of compulsory education. It can indicate the importance that our country implements this reformation in the compulsory education, that can motivate the development in the compulsory education. As a country which has powerful education, there are many teachers which has different teaching levels, by implementing the pay for performance, the teachers who has excellence teaching levels and responsibilities of jobs can get better salaries, those are motivations and praises to them, It is favor of the teachers developing the academic records of students by their diligence and wisdom, motivating the teachers'zeal, activities and creativity to propel the development of the reformation in our education.But we could face many problems if we begin the reformation. There must be some negative influences. There may be some unfair competitions because of craving the "achievements", giving excessive homework burdens to the students, the morals of teachers, the appealing of the teachers. There are many teachers in rural schools who do not receive the normal remuneration from the government and probation teachers in our country. They are also problems to the reformation. In the reforms of performance-based pay, there are many inevitable problems. The ultimate goal of the study is to found these issues and to make targeted recommendations. This paper is divided into five sections:The first part is the situation and experience of the teachers'salaries reformation aboard, and the reform of the pay for performance of our obligation education teachers.The second part is our obligation education teachers' performance of existing problems in implementation of reform, the main wages are the primary and secondary school teachers relative to the civil servants; high industry etc. The teachers' salaries regional differences widening, Salary system can reflect the characteristics of education industry, Teachers senior position structure low proportion, Assessment system remains to be in perfect etc.The third part is our obligation education teachers interface implementation of reform of performance analysis obstacles.The fourth part is to analyze the problems during the implementation of pay for performance.
