In order to engage more teenagers in sport and promote their physical conditions, meanwhile on the above basis to discover and select athletic talents, China started to found nation level teenager sport clubs from the year2000, and this initiative has been reemphasized in <The12th five years plan for sport development>.Up to the year2011, there are170nation level teenager sport clubs in Beijing, located in16districts and counties. This article uses literature research, expert interview and logic analysis; objectively analyzes the quantity changes, distribution, main types, main types of sport operated, affiliating organizations, charges and teachers resources of these170nation level teenager sport clubs; meanwhile identifies problems in the development of these clubs as follows:First, not many clubs affiliate with primary and high schools, and the distribution is unbalanced. Many districts have comparatively more primary and high schools, but have lower amount of clubs, besides, this unbalance exists in that, the amount of nation level teenager sport clubs based in central districts of Beijing are distinctively higher than the amount of clubs in distant districts and counties. Second, not clear separation of obligations and duties of the clubs from their affiliating organizations. Some of the current existing clubs subordinate to their affiliating organizations, thus they have no clear separation of personnel, financial and assets from their affiliating organizations, the mechanism of club operation hardly exists. Third, the lack of full implementation of organizational structure; some clubs have nonstandard implementation of organizational structure and are lack of professional managing personnel. Fourth, the affiliating organizations have inefficient communication with the education, taxation, audition, civil service, pricing administrative government offices. Fifth, the lack of effective supervision and evaluation mechanisms, at the moment, there is no systematic and executable standard for the evaluation of the nation level teenager sport clubs in Beijing; hence it is difficult to direct the operation of different types of clubs accordingly. Sixth, not diversified source of capital, currently the income of the nation level teenager sport clubs mainly comes from membership fee, tickets sale, the input of affiliating organizations and additional service charges, because of its characteristic as nonprofit organization, the rates of the above charges are much lower than the market rate. For their future development, it is necessary for the national teenager sport clubs to explore and diversify their capital resources.To solve the above mentioned problems, this article proposes suggestions as follows:learn from the successful experience of national teenager sport clubs in foreign countries which are highly developed in sport, encourage more teenager to engage in sport, the government should set up according policies and regulations as soon as possible, clearly specify the nature and function of nation level teenager sport clubs, enhance organization and administration of these clubs, increase capital input and the construction of stadium and facilities. implement regulatory organizational structure, classify and manage these clubs, sort and order the relationship between the clubs and the affiliating organizations; establish complete evaluation and incentive systems; expand and diversify the capital resources, strengthen the publication and maintain a successful and continuous development of national teenager sport clubs.
